Preheat oven to 350F. Sift flour, corn starch, powdered sugar and salt into a mixing bowl. Rub the butter into the mixture with your fingers. Work together until a smooth dough is formed. Add vanilla extract. Sprinkle flour onto a clean surface and roll out the dough. Cut shapes using a cookie cutter. Arrange cookies on a greased baking tray and bake for 15 minutes or until lightly golden around the edges. Let cookies cool then assemble cookie ‘sandwich’ by spreading dulce de leche onto half of the cookies and topping it with another plain cookie. Once cookie sandwiches are assembled, coat powdered sugar onto the top of each cookie, and enjoy!
