Preheat oven to 350°F and grease a 9×13-inch baking dish. In a large bowl, mix the flour, sugar, salt, baking powder, milk, eggs, and vanilla until well combined. Stir in the melted butter and pour the batter into the prepared baking dish. For the topping, mix the softened butter, brown sugar, flour, and cinnamon until smooth. Drop spoonfuls of the mixture over the cake batter, then swirl with a knife to create a marbled effect. Bake for 25–30 minutes, or until a toothpick inserted in the center comes out clean. While the cake bakes, whisk together the powdered sugar and milk for the glaze. Drizzle over the warm cake before serving.
